Essay

Object - public policy and public water supply infrastructure settlements of Ukraine. The subject - theoretical and methodological principles of economic mechanisms of vodoefektyvnoyi settlements in the context of environmental safety. The objective is based on a complex multifactor analysis of public policy for the people and infrastructure of settlements with quality drinking water to determine the priority areas and develop mechanisms to improve water supply to Ukraine on short-and long-term prospects with the requirements of environmental security. Methods: The theoretical and empirical of scientific knowledge, as, of peer review, abstraction, comparison, synthesis and decision making under a priori uncertainty for the development and study of promising directions for implementation of policies vodoefektyvnosti, of comparative analysis, forecasting and mathematical modeling for system - structural and comparative analysis, statistical. Novelty: developed and tested in practice and methodical approach to formalize the task of forming public policy vodoefektyvnoyi settlement taking into account major internal and external factors, the author proved the model evaluation of the effectiveness of state policy of Ukraine's population water supply, existing in Ukraine improved estimation efficiency of water supply and public facilities settlements through infrastructure development and introduction of additional phases, the specification of the requirements of ecological safety of settlement and the environment, choice of methods to ensure state and public control over the quality of drinking water, the use of complex criteria to improve water policy in terms of external and destructive internal factors, as well as the formation of alternative recommendations for improving water supply policies.
