Solodukhin G. Сontrol of price formation in municipal economy

Research object: control of price formation in municipal economy and legal aspects of their adjusting. Research purpose: ground of suggestions on the improvement of control of price formation in municipal economy on the basis of complex research and analysis of theoretical and practical aspects of forming, establishment and application of tariffs on public utilities, and also preparation of suggestions on the improvement of current economic legislation in the proper part. Research methods: dialectical, logical-legal, system-structural, comparatively-legal, statistical, sociological, historical-legal. Theoretical and practical value: deepening and improvement in science of economic right for theoretical developments of control of price formation in municipal economy, directions of government control in this sphere. Separate scientific positions and suggestions can be utillized in normative activity on the improvement of the Economic code of Ukraine, Laws of Ukraine. Drawn on research results in activity: Communal enterprise of the Dnepropetrovsk regional soviet "Aulskiy vodovod", Communal enterprise of "Marganeckoe production management of plumbing-sewage economy", Main communal enterprise of plumbing-sewage economy of "Gorvodokanal" Pologivskogo city advice, in the educational process of faculty of law at teaching of discipline the "Administrative law", the "Economic right". Scientific novelty: the thesis is dedicated to the issue of legal control of price formation in municipal economy and importance of normative identification and differentiation in the domain of relations that form the subject of price legislation. The necessity of implementation of tariffing mechanism and its application in this field is proved. This process is considered on the grounds of the main characteristics and conditions of economic activity as producing, distribution and consumption of municipal services. The proposals concerning formation of a central executive body as a controller on the questions of pricing are made. The model of legal and state control of the relations in pricing in the field is proposed. The author presented some initiatives to improve the mechanism of realization of economic and legal responsibity for violation of tariff formation and implementation order stated by law in the domain of municipal economy. Sphere of the use: subjects of initiation of bill; organs of executive power and local self-government; management subjects; the higher educational institutions.
