Yarceva T. Mechanisms of the state administration of education development in Ukraine

In the thesis a system approach method as a main tool of research is used. With the help of this method the characteristics of education system as an object of state administration are defined. The goals of higher education development in Ukraine were decomposed. Decomposition allowed to clarify the measures needed to be taken in order to solve the problems in the education field. The concept of management personnel development in the education is analyzed. A necessity and possibility to develop new types of links between society and education, human and environment are proved. These new links imply development of the life-long multilevel learning system and defining the functions and conditions of joint activity of the corresponding structural departments. The main principles of development of such mechanisms are proposed.
