The thesis deals with solving an important scientific task of developing methods and means of efficient virtual communities based on Web forums. In this thesis definition of formal criteria and ratio of Web forum efficiency were given and scenarios of Web forum development were defined. Web forum model which includes Web forum member's model, content structure model and Web forum theme model were developed. Algorithms of member registration, conflict monitoring, unwanted content detection were developed.
