Malyuta O. Improvement of local self-government in the sphere of rendering housing and communal services

The subject of investigation is the process of municipal government in the sphere of market transformation of socio-economic relations providing the population with housing and public utility services. The purpose of investigation is the development of scientific and methodological approaches to the organization of municipal government in the sphere of housing and public utility services. The methods of research are abstractive logical, complex and system approach, analysis of time series, structural and relative analysis, method of statistic groupings, making the comparison to the control of huge production structures, correlation of positive and negative aspects of phenomenon. The practical importance of the obtained results consists in that the conceptual issues of the dissertation have identified the practical realization at Donetsk Regional Council during the development of the Program of reforming and development of housing and utilities infrastructure of Donetsk region for 2005-2011. The scientific novelty of obtained results is that first the personal interpretation of housing and utilities complex as the natural monopoly has been given; the information compiled with the state authorities of statistics has been analyzed; the requirements for the system of indicators of the condition of the city's housing and public utilities have been stated; the adequate structure of information support of its management used by the municipal government authorities has been suggested. The differentiation of responsibilities between the state and municipal authorities in the sphere of providing the housing and public utility services; methodological approaches to the management of enterprises of housing and public utilities used by the municipal authorities; the financial mechanism of efficient management of the enterprises representing the housing and public utility services have been improved. The definition of possibilities of the efficient use of resources in the sphere of housing and public utilities and the problems of its existing; the methods of investigation of forms of possible state and private partnership in the sphere of providing the housing and public utility services; the directions of participation of municipal authorities in fulfillment of transformations in the sphere of providing the housing and public utility services have been further developed.
