Essay

Thesis is devoted to the analysis of the municipal programs as governing, financial and legal institute and legal prohibition of the using such programs in the municipal management. The international global and European standards of normative providing the municipal programming, historic and foreign legal experience connected with the legal programs are shown in the work. The specialty of the legislative regulation of the state program activities on local level in Ukraine is distinguished. The mechanisms of elaboration, adopting and executing the programs on municipal level and their shaping in the native municipal legislation are analyzed.
