Kachanov S. Development of the normative documentation construction mechanism for state supervision and control system realization

The dissertation is devoted to the problem of creating the single unified approach to the process of realization of state supervision and control in Ukraine. The analysis of features of state supervision and control (SS&C) realization as specific type of activity has revealed the main disadvantages and also the necessity for SS&C system realization (SR) along with the development of normative-methodical base. SS&C SR foothold is formulated as the methods and principles. The package of normative legal documents and methods, which provides realization of the single approach to SS&C in Ukraine, is formed on methodological, methodical and procedural levels. Normative-methodical documents for SS&C SR - the fundamental standard "State supervision and control. Order of realisation. General regulations", "Description of workplaces purposed for state supervision and control system realization. General recommendations" and standard "Verification forms" that enables us to realize SS&C SR in Ukraine - are developed on the basis of SDPP- and risk-oriented approaches. The unique terminology base of SS&C SR - the thesaurus of SS&C SR, which was used for the development of normative methodical documents - is formed. The evaluation method of risk degree for the state, society and natural environment caused by the economic activity of a management subject due to SS&C SR results is developed. The main results of the proposed work are supposed to be applied to the realization of SS&C in Ukraine.
