This dissertation is devoted to a comprehensive study of the budget process at the local level. At the grounds of national research dealing with the budget process in general and based on the theory of legal process and legal procedure, by the way of understanding the structure of the budget system of Ukraine, the own point of view regarding the nature of the budget process at the local level is expressed. The definitions of "the budget process at the local level," the principles of the budget process at the local level, "stages of the budget process at the local level" are proposed.
