Dulyn I. Ecologiсal-economic principals of use and harmless rendering of household solid waste

The subject of the research is the processes of formation, collection, transportation, utilization and rendering harmless the Household Solid Waste (HSW). The aim of the research is to develop the theoretical-methodical principles and practical recommendations concerning the improvement of ecological-economic relations concerning the treatment of HSW. Methods of the research: analysis, synthesis, generalization, abstraction, induction, deduction, classification, modeling, comparison and complex analysis. Scientific novelty: the organizational economic model of improving the processes of collection and utilization of HSW is suggested for the first time; the scientific basis of formation of secondary resources regional market owing to the introduction of selective waste collection is developed; the methodical principles of calculation the ecological-economic losses caused by the dumps of HSW and scientific approach to reformation of legislative normative provision in the treatment of HSW are improved; the ecological-economic expediency of biogas extraction and use on the HSW dumps at the regional level is grounded; the ecological-economic principles of the concordance of the interests of enterprise activity and the bodies of local authority as to the treatment of HSW and the scientific grounding of the nature and preconditions of complex conception development of HSW treatment have gained further development. Theoretical and practical results of the research: the development of the scientific foundations of the regional secondary resources market formation will increase the efficiency of HSW use. The level of implementation: the results of the research are used by the L'viv regional administration of waste utilization as secondary raw materials "L'viveconomresursy" for improving the system of HSW treatment. The theoretical approaches of the dissertation research are used in the process of teaching such subjects as "Environmental Finance", "Economic Analysis". Application: environmental economics.
