Ternytskiy S. Legal Regulation of the Competitive Appointment of the Public Servant

The thesis is dedicated to the theoretical and practical problems, appearing during the competitive appointment of the public servants, disclosure of the definition and the legal nature of the competition, analysis of the competition principles in the state service, characteristic of history of the competitive appointment of the public servants and foreign experience of the competitive appointment. It is argued, that under the current conditions competitive appointment as a ground for the origin of the labour legal relations with the public servants is important and decisive factor for providing the public service agencies with the contingent of professional and gifted experts.
