A research object is state administration social defence of population; purpose - обґрунтування of theoretical principles and methodical recommendations of improvement of social defence of population by introduction of innovative approaches in relation to his realization at regional level; methods - historical, system analytical; statistical analysis, tabular-graphic; institutsiyniy, sociological questioning, SWOT-analysis and design; novelty - scientifically methodical principles of strategy of giving social assistance and services are developed to the population; an innovative case public welfare frame is formed; results - suggestions are developed to the program of socio-economic and cultural development, innovative strategy of effective grant of social help and services, materials are used for teaching of the special courses; it is inculcated in the local organs of executive power, educational establishments; industry is state administration.
