This thesis investigates the question of the legal specifications of the telecommunications services providing contract and classification of such contracts shall be determined, the legal status of the parties such as operators and service providers, consumers and users, setting features of signing, changing and termination of contracts and liabilities of the parties. Also seen in the legal regime of the object of civil rights such as telecommunication networks. In the thesis set out proposals for amending the Law on Telecommunications on: the need to provide free accounts; set fee for the consent of the individual subscriber and can not in this case, the payment other than subscriber fees, payments for telecommunication services in the local telephone; fixing the duty operator to immediately cease the telecommunications services providing in case of a consumer messages (verbal and written) about the loss of terminal equipment availability or other circumstances that could lead to third parties unauthorized access to telecommunications networks and a telecommunications services, customized by consumer; providing the user at any time to abandon the contract; setting only a judicial procedure of terminating the contract and disconnect terminal equipment if it is used by subscriber to commit unlawful acts or acts that threaten the interests of national security at the request of the operator and other suggestions
