In work it's deepened theoretical, methodological and applied principles of determining public losses due to non-purpose use of lands or their actual use, not in accordance with their designation. The theoretical basis of land classification by purpose is studied. The principles of ecological and economic differentiation of functional land use are proposed. The peculiarities of land rent emergence for various types of land use are stated. Its defined approaches to restitution of damages, caused by untargeted land-use. Principles for diagnosing improper land-use are proposed. The concept of "Excess effect of misuse of land" as the economic basis for liability for inefficient land use is given. Economic mechanisms for determining sanctions for violations at rational land use are developed. The method of damage untargeted areas.
