Shatalova N. Local budgets and interbudgetary relations as the base for resource provision of planning of development of city

A research object is socio-economic development of city. A research purpose is a ground of priority directions of perfection of forming and use of budgets of development of local budgets, as a resource providing of planning of development of city. Research methods - analysis of the systems; comparative analysis; induction and deduction. The practical value of results consists in that they will be instrumental in the effective planning of development of city are pre-conditions of increase of standard of life and welfare of population, to work of mechanism of creation of the infrastructural providing of this development. The scientific novelty of the got results consists in that conceptual principles of forming of the long-term investment program of administrative-territorial unit which must define directions of capital investments territory and its possibility in the field of realization of these charges, and also algorithm of its assertion, are developed for first time. Basic directions of modern theoretical researches of problem of forming and use of local budgets; methodical approach in relation to the sources of entering the state and local budgets; scientifically-methodological approaches in relation to differentiating of profits and charges between the state and local budgets in the context of reformation of interbudgetary relations; system and mechanism functionings of budgets of development of local budgets, foreseeing creation in every region of regional backing of development of territories fund due to part of national taxes, collected on the proper territory, are improved. Principles which control the system by budgetary facilities functions on the basis of; principles of creation of effective budgetary decentralization in Ukraine in the conditions of transformation economy; methodical approach in relation to determination of basic tasks realization of aims of reform of interbudgetary relations; methodical approach in relation to a management development of the depressed territorial societies and regions was got subsequent development
