3. A research object is a process of forming of effective control the system by labour resources on the enterprises of a build industry. The purpose of dissertation work is forming and introduction on build enterprises effective, integral and emergent motivational system. Research methods: complex and system approaches; methods of analysis and synthesis; economic and statistic methods (index and graphic methods, comparative and cross-correlation analysis, method of expert estimations); economic and mathematic methods; method of the sociological questioning. Theoretical results and novelty of researches: the integral motivational system and ways of its introduction is developed on build enterprises, synergetics effects are exposed in the process of co-operation of elements of the motivational system, essence and structure of motivational costs is investigational and the necessity of their investment support is grounded; the model of diminishing of motivational costs of unfavorable selection of personnels and R-model of motivation is developed; directions of increase the motivational role of ettlings are offered on the enterprises of a build industry; the ways of development of production democracy, heterarchy and social partnership are presented; offered and expected indexes of efficiency of introduction of the motivational system on build enterprises. Practical results: the mechanism of forming of emergent motivational system is developed on the enterprises of a build industry by development and introduction of integral motivational package of enterprise. Application domain: in practical activity of build enterprises of the Kharkov area and in an educational process at teaching of courses "Economy of railway transport", "Building Economy", "Economy of labour and social relations", "Management a personnel".
