Medvedev D. The administrative and legal bases of the transportation of cargoes by motor transport

The work specifies the doctrine and the legal notion of transportation of cargoes by motor transport; the main historical-law periods of development transport legislation was offered. It is recommended to public organs in order to realize the adjusting and control after transportation of loads to apply direct and indirect methods simultaneously; to forbid to exploit cars which transport dangerous cargoes without tachographs, and to foreign motor transport companies - to carry out internal motor-car transportations in Ukraine. The determination of limitation of activity from transportation of cargoes by a motor transport was improved. Positions in relation to the necessity of expansion of the domestic licensed terms; to priority of support of innovative activity; to stimulation of international transportations of cargoes by Ukrainian motor transport companies; to classify of facilities of influence of the state are on activity of transport companies; effectively to apply to autotransport companies of complex of measures of legal responsibility; to the necessity of introduction of enhanceable responsibility for guilt in form intention; to codification norms from adjusting of transport are developed.
