The work is devoted to the general-theoretical study of the nature of the law-making activity in local self-government bodies, its specific features and mechanism. The problems of nature and the mechanism of law-making, its theoretical and legal fundament, level of ensuring, system of local bylaws, the main stages of local law-making process in Ukraine and in foreign countries were analyzed. The changes of improving legislation in the definite sphere are offered.
