Dissertation is devoted to research in complex theoretical and practical questions, related to the local financial management. General theoretic, organizational and legal bases by a local financial management in Ukraine are examined. Such concepts, as "local finances", "control", "management" are analyzed. It is proved that it is necessary to distinguish control in the field of local finances and local financial control. The features of principles of local financial management open up in Ukraine.
