The thesis is dedicated to the maintenance, organizational and legal nature of the system of international counteraction marine piracy. The historical-law analysis of becoming of piracy and counteraction is carried out to him, investigational processes of his actualization in a modern period and him negative influence on an international law and order. In detail international-legal regulation of piracy is analysed in the structure of illegal acts against safety of navigation. Investigational the phenomenon of international-legal counteraction piracy in the context of becoming of the system of counteraction.
