Rogoviy M. Social Transfer System in Transformation Economy

Object of research: the social transfer system changing in the conditions of market transformation. A research objective: working out of methodological and methodical principles and practical recommendations concerning formation, developments and functioning of social transfer system, its elements and search of ways of increase of its efficiency in transformation economy. Research methods: the system analysis, the historical analysis, the comparative analysis, the statistical analysis, the cause and effect analysis, graphic interpretation. Results, novelty: the essence of social transfer system as basic mechanism of realisation of social policy of the state, concerning function performance on finishing of social transfers to certain groups of the population is substantially opened. Indicators of absolute and relative factors of decrease in an inequality at the expense of social transfers are defined. Definition of a social transfer policy as making part of social policy which is directed on support of standards of life of separate groups of the population is improved.
