Tulyantseva I. The legal regulation of transferring cultural values through the customs border of Ukraine

The dissertation deals with the problems of the legal regulation of transferring cultural values through the customs border of Ukraine. The historical stages in the formation of legislation covering the matters of exporting and importing cultural values are researched. The category of "cultural values" is analyzed, the distinctive features are marked and the differentiative criteria are presented. In the paper the attention is paid to analyzing the organizational structure and the legal basis for state management in this sphere. The concept of "the procedure of transferring cultural values" and the peculiarities of customs procedures are researched. The types of legal responsibility in the case of violating the procedure of transferring cultural values through the customs border are defined. The concrete proposals are made concerning the perfection of legislation in regulating relations in this sphere.
