Bass V. Organizational and legal grounds for the formation of local police in Ukraine: comparative analyses with the work of municipal police of foreign countries

The Thesis is devoted to organizational and legal problems of the formation of local militia in Ukraine on the base of comparative analyses with the activity of municipal police of foreign countries. The theoretical questions concerning the questions of the formation of the local militia in Ukraine are considered in the research, the historical retrospective analysis of the documents is done. Aspects of formation and development of modern concepts of the organization of administrative activity of municipal police structures of foreign countries are analyzed and the attempt if done to formulate strategical ways of founding of the units of local militia in Ukraine using the experience of the activity of municipal police of foreign countries. The comparative analysis of service activity of the units of the public security of Ukraine and municipal police of foreign countries is done and on this base the necessity of the formation of the local militia in Ukraine the ways and directions how to put this proposals into life are grounded.
