Essay

The thesis highlights the complex issues related to the current Ukrainian restitution state policy. Extensive resource materials allowed to explore a number of theoretical and methodological issues, and typological nature of a resource. A particular attention is drawn to the legislative process of restitution and the discussions that took place in the Verkhovna Rada of Ukraine and its committees. The analysis shows the positions of various political parties on this issue, inter-faction consultations and agreements. The author touches a wide range of problems with this aspect of policy describing the activities of the executive bodies (Cabinet of Ministers of Ukraine, other ministries, departments etc.). Shown that since 1991 was an intensive process of institutionalization and the creation of special authorities, their composition and key tasks. A special attention is paid to the Mixed Ukrainian-Russian and Intergovernmental Ukrainian-German, Ukrainian-Polish and Ukrainian-Hungarian commissions. The author has studied another aspect of restitution process which refers to a system of the ministries and departments, the representatives of diplomatic corps, etc. The most important issues were resolved at the level of the presidents and governments. The thesis stresses that despite of the difficulties in organization, staffing, financing and the lack of the relevant work experience (in Western Europe are similar commissions for decades), these specialized institutions have made a significant progress in the identification and the return to Ukraine the cultural treasures.
