The analysis of the general-theoretical problems and normative-legal basis of the administrative-legal status of the Cabinet of Ministers of Ukraine in the sphere of state administration was made, there was defined the criteria for a classification and the classification of aims, functions, forms and methods of the Cabinet of Ministers of Ukraine activity in the sphere of state administration was made, stages of governmental control powers were considered, and also the procedure of developing and admission of legal acts for improvement of the rule-making activity.
