Bratkov S. Prevention of Illegal Migration by the Public Security Units of the Ministry of Internal Affairs of Ukraine

The Dissertation is devoted to the Law and Organizational questions concerning the prevention of illegal migration of foreigners by the departments of internal affairs of Ukraine. The history and modern status of the process of migration, etnogenesis of migration (emigration) is shown, the classification of migrants is done and on the base of this concept the basis of the regulation of the migration's process is outlined, the conclusions of the necessity to create the program of the migration's policy (Concept definition) for the duration of 10 years is prepared too. The attention is paid to the international law standards of the administration of the prevention of illegal migration. The reasonable conclusion of the necessity to create the Council of the countries, which have borders with Ukraine, and this Council would deal with the concept of integral migration policy, prevention of illegal migration and to compose integrated data base of all captured and deported migrants.
