The dissertation is dedicated to the analysis of the delinquent's person, who encroaches on public order and public safety. Theoretical - legal and delictological views on the delinquent's person have been analyzed, the definition of the administrative delinquent's person has been formulated, the place of the administrative delinquent's person in the administrative - delictological and delictological terminological series has been defined and its differentiation with closely - related concepts has been drawn; the classification and typology of the administrative delinquent's person have been viewed; the structure characteristic of the administrative delinquent's person has been defined, the methodology of studying has been improved and the empirical dеlіctological research analysis of the delinquent's person, who encroaches on public order and public safety has been made; foreign experience of previous delinquencies in this sphere has been analyzed; legislative and administrative organizing recommendations about improving of the administrative delictology prevention in the public order and public safety field have been suggested.
