Object of research - activity of organs of local self-government in the field of management by the innovative development of industrial city. Methods of research - analysis and synthesis, system-structural analysis, SWOT-analysis, economical and statistical analysis, schematic and graphic analytical data representation, process approach, expert estimations, systems analysis and scientific abstraction.. The practical value got results consists in the use of it in the practical work of local organs of self-government and some organizations in case of introduction of mechanism and principle of realization of strategy of innovative development of city, use of method of expert estimations during conducting Swot-analysis for determination of competitiveness of innovative potential of industrial city. The scientific novelty of got results consists in that for the fist time a conceptual model of the organizational providing of strategic management by the innovative activity of industrial city with the use of strategic diagnostics is developed, which enables to define directions of local innovative development taking into account the state programs of priority development of economy of country got results. Machineries of realization of strategy of innovative development of industrial city on the base of creation of organizational model of local innovative infrastructure with the use of scientific and production potential of industrial city; methodical approaches of estimation of efficiency of innovative measures on by consideration of the indirect indexes, affecting a size of profitability; methodical positions of generation of new ideas (inventions) with the use of principle of Synectics for the decision of innovative problems of high level of complication are improved.
