Ivanova O. Improvement of the Mechanism for Government Regulation of Small Innovative Business Enterprises.

A research object is the processes of functioning of mechanism of government control of small enterprises' activity in the conditions of structural innovative reformation of Ukrainian economy. A research purpose is development of theoretical positions, methodical approaches and science -practical recommendations on enhancing of mechanism of government control of activity of enterprises of small innovative business and forming of complex of the theoretic-methodical providing taking into account the features of structure-innovative transformations on activation of economic processes. Research methods are conceptions of theory of state administration, probability and mathematical statistics theories, regressive analysis, method of expert estimations. The practical value of results consists of that theoretical positions and conclusions are taken to the level of practical recommendations. The scientific novelty of results consists of that conception of the methodical providing of mechanism of government control of development of small innovative business is first offered, including forming of the having a special purpose programs of innovative development on the basis of the scientific grounded criterion of priority of the programs and clarification of the methodical going to the estimation of their efficiency. Theoretical principles of classification of enterprises of small innovative business and system their determination taking into account the innovativeness criteria were perfected, that the factors of increase of efficiency of activity of enterprises of small business, place of placing of small enterprise and level of competition, and also model of analysis of viability of enterprises of small innovative business were grounded. Methodical bases of policy of state administration at forming of mechanism of government control of small business got further development, system determination of small innovative business was offered, his role and place in creation of national riches was determined. Organizational principles of mechanism of development of small business were reflected as suggestion to form partnership of enterprises in strategic alliances and development the measures of government control on perfection of ethics standards of small business and increasing budget from taxation of small business.
