Essay

The subject of investigation is the processes of public regulation of the labour market. The purpose of investigation is the justification of ways of improving the mechanism of public regulation of the labour market as well as the development of innovative methods of its growth. The methods of research are systematic, scientific and historic methods, method of complexity, relative analysis, method of statistic and economic analysis, mathematical modeling, method of deduction. The practical importance of the obtained results consists in their further promotion of increasing of the innovative activity of personnel of public institutions which are involved in the regulation of the labour market; and further improving of educational level, professionalism as well as increasing of the organizational structure. The scientific novelty of obtained results is that first the methodological approach to the reconsideration of the role of the state in the labour market has been defined. The institutional approaches during the formation of characteristics of the labour market, principles which they are based on; as well as the directions of development of the labour market in the current context of international competition; the directions of public regulation in the labour market, required the development, have been improved. The problems in the sphere of functioning of the labour market; the principles of regulation of the labour market; the innovative methods of development and regulation of the labour market in the directions of fundamental reforming of public sector of science, education, implementation of high technologies on the basis of windowed and complex estimate of available personnel resources, financial, scientific and technological potential, application of special-purpose programmes of planning and development of science, the technics and technology, have been further developed.
