Object of research: a process of development of innovative activity is in the system of functioning of national economy. Purpose of research: development of conception of institutional development of innovative activity of Ukraine. Methods of research: approach of the systems; method of structural and functional analysis; method of analysis and scientific abstraction; methods of theoretical comparison and generalization. Results: determination of concept "innovation" as systems of relations concerning transformation of innovations in a commodity, his introduction and expansion; development of conception of institutional development of innovative sphere of modern economy of Ukraine; research of reflection forms and pair intercommunications of base institutes and their co-operating with the process of introduction and expansion of innovations; research of structure of institutional environment of innovative activity; ground of role of the state in the process of forming of the innovative system, and also his institutional and informative providing; development of mechanism of the institutional providing of innovative activity. Novelty: First: conception of institutional development of innovative sphere of modern economy of Ukraine is developed; the mechanism of the institutional providing of innovative activity is developed.
