Yaremchuk K. The administrative regulation of activity of organs of executive power is in the field of defence of plants

Dissertation is complex research of theoretical and practical questions, functions of executive public authorities related to the administrative adjusting in the field of defense of plants. In dissertation work historical research of public and legal policy is conducted in the field of securing of plants and exposure of characteristic features of her influence for forming of maintenance of administrative functions of organs of executive power. Causal connection is complex analysed between essence of modern legislative, administrative and technical measures in the field of defense of objects of the vegetable world and agricultural plants and consequences of crisis ecological position of the state, which, in particular is the consequence of administration of central organ of executive power on questions an agrarian policy in the field of trade turnover of insecticide. Maintenance and essence of legal category are formulated "institute of defense of plants", which has an extraordinarily important value for comprehension of maintenance of theory of administrative law, public and legal policy, in particular, in part of providing of realization of constitutional positions, conditioned by the articles 1, 3, 8,42, 50, 64, 66,116,124 Constitutions of Ukraine. Suggestions are worked out in relation to the cardinal change of essence of current legislation and functions of organs of executive power in the field of defense of plants, in accordance with constitutional positions, international legal acts and requirements which swim out from maintenance of safe defense of plants and safe ecological conduct of agricultural production.
