3. A research object is socio-economic processes which pass in connection with realization of economic functions of the state. Purpose of work is research of theoretical-methodological approaches of functioning of socio-economic mechanism of the state regulation and directionfinding increase of his efficiency. Methods of cognition: system method, method of classification and generalization, method of statistical comparisons and rating estimations, method of scientific foresight. It is first selected and exposed modification of functions of the state which are conditioned by its special role in the period of radical transformation of society. Essence of having a special purpose orientation of socio-economic mechanism of state control of economy is grounded. Approaches are improved to measuring of social capital. The proper Index of Social Capital is offered. Grounded approaches to ways of increase of efficiency of SEMSR of economy with the orientation on the use of social innovations. Offered approaches to the redistribution of functions of providing of level and internalss of life of population, planning and mastering of social innovative technologies are used for programs development of economic and social development of the Cherkassy region. Directions of increase of efficiency of social innovations were taken into account at development of perspective plans of activity of the Cherkassy regional branch of Fund of social protektion of invalids of Ministry of labour and social policy of Ukraine. Theoretical positions of dissertation are used for teaching of educational courses "Political economy", "Socio-economic safety" "Economic policy" and "Modern economic systems".
