Thesis is devoted to an analysis of constitutionally legal status of hte institute of specialized ombudsman. In thesis research the comparative analysis constitutionally legal to status of specialized ombudsman's in foreign countries, of features is carried out the process of their forming is analysed, place and role of specialized ombudsman's in the system of public authorities, certainly basic principles of their activity and system of functions. The features of activity of different types of specialized ombudsman's activity and expedience of there introduction in Ukraine are analysed.
