Essay

The dissertation is devoted to the complex analysis of the essence of the executive power organ legal report as the legal form of the state administration. Basing on author's understanding of nature of this phenomenon, analysing current legislation acts, the procedure of the adoption of legal reports by the executive power organs, the specific character of Autonomous Republic the Crimea executive power organs legal reports, the content, specialities and administrative-legal agreements application sphere are investigated. Separately is considered the institute of legal reports appeal as the important guarantee of legality providing in the state administration.
