The object of research is a process of the formation strategy development and use of the managerial staff. The purpose of research is a theoretical substantiation and working out of methodical approaches and practical recommendations on formation strategy development and use of the managerial staff. The methods of research are structural and logic analysis; statistical analysis; graphic representation; expert estimations; analysis of hierarchies; cluster analysis; the factorial analysis; taxonomy; the matrix analysis. Theoretical and practical results. The methodical approach to choice of strategy development and use of the managerial staff that based on three-dimensional model "conformity; the methodical approach to estimation of efficiency activity managerial staff that considers change of the housekeeping subject activity results, losses from inefficient administrative decisions and the investment into development of the managerial staff; the methodical approach to the analysis of the cokechemical enterprises external environment that considers cokechemical enterprises interaction level with applied scientific institutions, education sphere, regional labor market; methodical positions on the cokechemical enterprises internal possibilities that based on the balanced system of indicators with additional introduction of the social sphere indicators; the methodical approach to acceptance of administrative decisions at the cokechemical enterprises are improved. The essence of concept "use of the managerial staff." that considered as continuous process of the received knowledge, abilities, skills realization had the further development. Scientific results are used at "GIPROCOCS"( certificate No 215 from 5/12/2010) and in educational process at the Kharkov National University of Economics (certificate No 10/83-09-204 from 5/5/2010).
