Smetanin R. Process of decentralization of state power and development of local self-government control is in Ukraine

The subject of investigation is the process of decentralization of public authority and development of local government in Ukraine. The purpose of investigation is the development of conceptual basics and principles of management of the process of public authority decentralization and development of local government in Ukraine. The methods of research are system approach; statistic and economic analysis; system and structural analysis; policriterial analysis; relative analysis. The practical importance of obtained results consists in the development of theoretically justified suggestions for the acceptable for Ukraine model of decentralization of public management and development of local government; the mechanisms of implementation of actions in the sphere of decentralization and development of local government; the system of actions for realization of implementation of measures in the sphere of decentralization of public management and development of local government in Ukraine. The scientific novelty of obtained results is that first the main dominants of formation of the process of public management decentralization in Ukraine have been developed and justified; the scientific methodical justification of system of actions for decentralization of public authority and development of local government has been offered; the structure of local government system and its implementation sequence have been developed. The methodical regulations of the implementation of qualitative evaluation of decentralization degree of public management; the system of functions of decentralization of public management, have been improved. The concept "decentralization of public management" as the process of providing the wider referance of power authorization and management functions as well as the content, structure and relations of forms and types of decentralization of public authority, have been further developed.
