Essay

The dissertation is devoted to research of means of administrative-legal maintenance of the citizens' cultural rights. The research is executed on the basis of the concept of the citizens' natural rights according to which human rights are inalienable and indestructible, their maintenance is a state duty and restrictions are possible exclusively in the limits necessary for protection the rights of others. The means of administrative-legal maintenance of the citizens' cultural rights are systematized and also administrative-legal relations which are constructed at realization of these means. The recommendations about legislation improvement in sphere of maintenance of the citizens' cultural rights are formulated.
