The dissertation presents a conceptualized of poverty as a social problem. A thesis is reasonable about historical essence of display of poverty in Ukraine and sociological determinations are offered by a concept "adjusting of poverty", "efficiency of overcoming of poverty", typology of groups of poor is also given. The system comprehension of world experience of development and introduction of social technologies of overcoming of poverty is improved. Conceptual approaches are developed in relation to understanding of poverty as complex phenomenon.
