Object of research: forming and realization of public policy of development of social capital is in Ukraine. Purpose: theoretical ground and development of methodical approaches and practical recommendations on providing of favourable terms of development, accumulation and use of social capital in Ukraine. Methods: structurally-functional analysis, approach of the systems, analogies, design, statistical. Results: theoretical ground and development of methodical approaches and practical recommendations on providing of favourable terms of development, accumulation and use of social capital in Ukraine. Novelty: conceptual positions of organization of process of state influence on forming and development of social capital of country are grounded; the functions of social capital on the signs of creation and expansion of structure of public relations and providing of vital functions of this structure are selected. It is inculcated in activity of public authorities the Lugansk region. Areas of use: public administration, local self-government, training and retraining of civil servants.
