The thesis is devoted complex research of theoretical and legal principles of application of administrative backer-ups and conservation of electric energy the rational use in Ukraine. Certainly concept of backer-ups and conservation of electric energy the rational use, their classification is carried out the basic criterion of which is a division of the noted measures depending on character of functions, what of them execute on: facilities of persuasion; facilities of encouragement or stimulation and facilities of administrative compulsion.
