Lafazan Y. Administrative and legal grounds of functioning of public relations departments of the Internal Affairs of Ukraine

The thesis examined the theoretical and practical problems of public relations departments of low inforsments agencies Ukraine. The stages of development and formation, structural units of public relations as a form of information politic of the police. Special attention is paid to conceptual problems of functioning of public relations units of low inforsments agencies. The peculiarities and differences of functioning units of low inforsments agencies Communications of the media. Recommendations for improvement of legislative regulation of the organizational foundations, material and financial functioning of the base units of public relations, guarantees protection of the employees of the Public Relations Department and citizens to information services in law enforcement. The author has proposed his own concept of information impact on cooperation with the public, crime prevention and crime, and creating a positive image of the militia. It is proved that the effective functioning of public relations departments are provided primarily through the established constitution and laws of Ukraine, regulatory and organizational and legal mechanisms to ensure their implementation. The comprehensive scientific analysis of these legal mechanisms and made suggestions for their further improvement of the functions of public relations division of ATS.
