Essay

Dissertation is devoted to the analysis and study of theoretical positions, current legislation as well as working out of recommendations on improvement of legal regulation of issuance and circulation of state securities. The substance of budget deficit was found out and main sources for its financing were defined. There was made historical review of using of state securities in financial activity of the state. The substance of state securities' general and distinctive features was analyzed, the definition of state securities as the main form of state borrowings was formulated and their types and forms were characterized.
