In dissertation the substance of legal regulation of administrative responsibility for offences in public health sphere was found out. The concepts of "health", "public health", "public health care" were analyzed. There were defined such concepts as "administrative offence in public health care sphere", "administrative responsibility for offences in public health care sphere". Ukrainian legal base in public health care sphere was analyzed in dissertation. The quarter of subjects of administrative legal regulation of public health care was ascertained.
