In the thesis were developed and improved the theoretical and methodological aspects of motivational mechanism in the system of public administration at the national level and at the level of particular sphere of activity. Retrospective analysis of scholarly views on motivation was carried out and the role of motivation in the system of public administration functions was investigated. Conceptual and categorical apparatus of public administration was generalized and improved in research through the clarifying of definition "mechanism of motivation in the system of public administration".
