In doctoral thesis work theoretic positions are considered and developed practical recommendations to increase democracy of management of an industrial enterprise by development of the technologies of management by personnel. The necessity of the implementation of democratic principles into management by the personnel of industrial enterprise is substantiated. The nature of notions "democracy", "democratic management by personnel", "improvement of democratic management by personnel" is determined. The concepts of industrial democracy are analyzed, principles, attributes and the functions of management by personnel on democratic principles are pointed out. Furthermore the expedience of the use of the technologies of delegacy and self management which admit a maximization of the use of the labor potential of workers is substantiated. The definition of the notion of "delegation", and the notion "self management" are specified, moreover, a system of characteristics of democracy in management by personnel is developed. The management of enterprises is analyzed as well as are indicated the peculiarities of use the technology of delegacy. The typology of workers regarding to the level of their independence and self-government is clarified. We established that the development of the elements of the labor potential of workers depends on their type. A methodological approach to the appraising of the level of democratic management by the personnel of enterprise is developed which admits to substantiate necessity of measures of its increase. The process of delegation by means of supplement it by stages of definition of type of the personality of performer and the choice of the instruments of support as well as control of performer are described. A program to conduct training study of the personnel of enterprise in the technology of self management is developed, which admits to accomplish study in target groups.
