For the first time a significant improvement in functional and organizational processes of building reasonably reliable due to the proliferation of Development on the processes of the organization contracting the construction under the control of the organization-developer. In the thesis the functional content of organization-developers in building organizational and technological models for scientific evidence of their activity in interaction with a customer building project. These model projects and structures adapted to modern construction management schemes, rational decision formalizes developer project management solutions within the customer's resources and create management information and analytical support of the developer in all phases of the project: from its initiation and development of alternative schemes of construction - to complete construction of the facility and preparation for commissioning.
