Essay

The dissertation deals with a nature of public-legal complaint as protection means of a person from illegal actions or inactivity of public administration. It's proved that administrative and judicial ways of settling conflicts are two parts of a particular mechanism of citizens' rights and freedoms protections which supply each other. The form of realization of rights, freedoms and interests protection of physical and legal persons is a public complaint which is defined through administrative complaint and suit claim. There is an argument that the order of claim realization depends on body (official) to whom a person applies.
