Shumlyak O. Institute of voters' registration in the election process of Ukraine

Complex research of institute of voters' registration is conducted in dissertation. The stages of development and presentday state of legal regulations account of citizens of Ukraine, that have electoral right, are considered. The concepts of voters' registration are investigated and their main features are established. The basic characteristics of the system of bodies and special structures, which duties are set from voters' registration, requirement for their submission are settled; legislative, organizational and financial support of the activity of these bodies are provided. The theoretical and practical issues of mechanism of voters' registration in Ukraine are analysed. Procedures of clarification of voters' list through the prism of introduction and functioning of the State Registration of voters in Ukraine are described. Fundamental principles of forming and functioning of the State Registration of voters have been researched. The methodological aspects of conducting the Registration have been studied. Goals of using information that are set in the State Registration of voters and methods of its defence are determined. Types and forms of responsibility for law violations in the field of State Registration of voters are researched. The complex analysis of the national systems of the citizen Registration that have electoral right and their classification have been studied and underlined. The suggestions towards the perfection of current legislation of Ukraine that regulates the procedures of voters' registration have been determined.
