The thesis presents the solution of an actual scientific and practical tasks for theoretical and methodological basis of the conceptual foundations of the use of effective communication strategies in local self-governmance at the local community and the hypothesis about the formation and application of these strategies contribu-tion on the effective resolution of local problems are proved, and structural elements and essential features of the communicative process are not only descriptions but also the measurement and correction for systematic and sustainable socio-economic development of communities.
