Essay

The thesis is the first attempt of complex investigation of territorial and exterritorial autonomy and its practical application in Ukraine and abroad. Due to this approach exaggeration of one form of autonomy as universal way to ensure minority rights under the ethnic politicization is avoided. By the example of Ukraine the necessity to redirect territorial demands into cultural and linguistic necessities ensuring with the help of exterritorial autonomy institute is demonstrated on scientific level. The rutheni demands analysis shows the variance of territorial autonomy to their necessities and the way of settling in the region. The closest attention is paid to east European and Baltic experience of autonomy use. States, that lost their territorial autonomies as a result of their ethnic policies or pressure from abroad became the objects of investigation. The role of obtaining territorial autonomy status in this process has been clarified. The study of the theoretical background and practical use both types of autonomy helped to evaluate prospects of its use in Ukraine. The most urgent ethnopolitical problems in Ukraine have been accentuated, the situation and scenarios of territorial autonomy evolution have been studied, the Rutheni problem has been investigated. The impossibility of exterritorial autonomy use in practice has been indicated regarding the low level of its legislative background.
